Beaufort/Hyde Healthy Carolinians Bylaws

I.              Name of organization—The name of this organization shall be 
         Beaufort/Hyde Healthy Carolinians
 
II.            Mission StatementBeaufort/Hyde Healthy Carolinians is a community 
          partnership dedicated to improving our health, wellness, safety, and quality of 
          life
 
III.          Membership
A.                  Membership is open to all citizens of Beaufort and Hyde Counties 
          and to any organization committed to the mission of Beaufort/Hyde Healthy 
          Carolinians
B.                  Voting privileges will be extended to any member who has attended 
          two consecutive meetings
 
IV.          Committees
A.                  Names and duties of committees
1. Diabetes Committee—dedicated to health care, nutrition 
counseling, and education related to diabetes
2. Physical Activity—dedicated to promoting physical activities, 
increasing recreational facilities, and increasing exercise for all age 
groups (Beaufort County Fitness Council  Hyde County Fitness Council)
3. Obesity—dedicated to reducing the number of people in each 
county that are overweight or obese
4. Asthma Coalition—dedicated to the prevention and control of 
asthma
B.                  Procedure for selecting committees
1.                   Committees are selected by the top three health priorities of the two counties
2.                   Other committees can be created as needed by a vote of the membership
C.                  Procedure for selecting members of committees
1.                   Committee membership is open to all members of Beaufort/Hyde Healthy Carolinians
2.                   A committee chair will be chosen by the members of the committee
 
V.            Offices
              A. Officers
                        1. Beaufort County Co Chair
                        2. Hyde County Co Chair
                        3. Recording Secretary
              B. Length of term of each office 
                        1. Elections will be held at the December meeting of 
                            Beaufort/Hyde Healthy Carolinians
                        2. Officers will begin their term at the January meeting of 
                            Beaufort/Hyde Healthy Carolinians
                        3. The term of office will last one year
                        4. There is no limit to the number of times an individual may 
                            hold office.
              C. Method of electing each officer 
                        1. Any Voting Member can nominate officers
                        2. Any Citizen Member can hold office
                        3. Voting will take place by paper ballot
              D. Executive Committee—
The executive committee shall consist of the Beaufort County Co Chair, Hyde County Co Chair, Recording Secretary, Chair of Each Committee, and the Beaufort/Hyde Healthy Carolinians Coordinator
              E. Dismissal of officer 
                        1. Any officer can be removed from his or her position by a 
                            majority vote if a majority of members are present
                    2. A majority of members consists of 50% of membership  
                        plus one
VI.          Meetings
              A. Monthly Meeting
1. Beaufort/Hyde Healthy Carolinians will hold its monthly meeting on the first Wednesday of each month at 9:00 am 
2. The location of the monthly meeting will rotate between various locations within the two counties
3. The location of the meeting will be voted on at the monthly meeting two months prior to the meeting.  (For example, the March meeting’s location will be voted on 
                         in January)
              B. Procedure for calling a special meeting 
                        1. A special meeting may be called by the executive committee  
                        2. Members must be given forty-eight hours notice of a special meeting
              C. Special rules for governing meetings 
                        1. The Co Chairs will alternate as to who presides over the meeting
                        2. A quorum shall consist of at least one member of each subcommittee 
                        
 
VII.        Parliamentary authority—the rules contained in the Modern Edition of
 Robert’s Rules of Order shall govern the meetings of Beaufort/Hyde Healthy
 Carolinians in all cases where they are not inconsistent with these bylaws or any
 special rules the organization may adopt
 
VIII.      Amendment of bylaws
A.                  Any member of Beaufort/Hyde Healthy Carolinians may propose a 
change or amendment of these bylaws
B. These bylaws may be changed or amended at any regular or 
special meeting by two-thirds majority vote of members present if the entire 
membership has been notified of the proposal at least two weeks prior to 
the meeting
C. It is the responsibility of the member proposing the amendment to 
notify the membership of the proposal
